Canada welcomes international students in 2027, but it selects them under a strict quota. You need a Provincial Attestation Letter, higher proof of funds, and you should apply early because provinces run out of PAL spaces months before the fall intake. This guide explains the Canada study permit cap 2027, the 2027–2029 Levels Plan, PAL exemptions, funds, work rights, and PGWP rules.

What Does the Canada Study Permit Cap Mean?

IRCC uses a national cap to limit how many new study permits it issues each year. The cap does not limit how many students renew a permit inside Canada. It limits new approvals from outside Canada and from applicants who need a new initial permit.

You compete in two stages for 2027:

  • First, you compete for a PAL allocation in your province and at your school.
  • Second, you compete for IRCC approval.

A strong admission letter alone no longer guarantees a permit.

Provinces divide their allocation among designated learning institutions. Popular universities in Ontario and British Columbia fill their share fast. Smaller provinces often keep spaces open longer, but they also enforce program priorities.

Treat the cap as a deadline. Apply early, secure a PAL early, and lodge a complete file before your province exhausts its share.

How Many Study Permits Will Canada Approve Under the 2027–2029 Levels Plan?

IRCC publishes the next Immigration Levels Plan in early November. That plan sets targets for permanent residents and, since 2024, also sets planning ranges for temporary residents, including students.

Policy analysts expect IRCC to hold student arrivals near 150,000 new entries for 2027. This figure covers new study permit holders who land in Canada in that calendar year.

It does not equal the total number of study permit documents IRCC issues, because IRCC also counts extensions and in-Canada applicants in separate streams.

There are three different numbers here:

  • The first number is the national issuance cap. IRCC set this cap at 437,000 new study permits for 2025 and kept a similar level for 2026.
  • The second number is the Levels Plan arrivals target. IRCC set student arrivals near 305,900 for 2025 and then signaled lower targets near 155,000 for 2026 and near 150,000 for 2027 in internal planning.
  • The third number is the PAL allocation your province receives. Your province decides how it splits that share among universities, colleges, and graduate programs.

Do not fixate on one headline number. Focus on your intake. For Fall 2027, most DLIs will issue PALs between January and May.

If you wait until summer, you may hold an offer but find no PAL space. Early applicants win under the Canada study permit cap in 2027.

Who Needs a PAL in 2027 and Who Stays Exempt?

Most post-secondary applicants need a PAL. IRCC requires a PAL with your study permit application if you apply from outside Canada for a college, undergraduate, or language-to-degree pathway program.

IRCC introduced the PAL on 22 January 2024 to enforce the cap. In 2024, IRCC exempted master's and doctoral applicants.

They closed that broad exemption and reserved about 12 percent of PAL spaces for graduate students in 2025. Universities now issue PALs for master's and PhD admits as well.

IRCC exempts primary and secondary students. IRCC exempts in-Canada study permit extensions at the same DLI and level. It also exempts certain in-Canada protected persons, exchange students, and select government-sponsored groups.

Dependents of skilled workers with specific permits may also qualify for an exemption, but officers assess these cases narrowly.

Check your offer letter carefully. A DLI issues the PAL separately from the admission letter. The PAL carries your name, date of birth, program, and a verification code. IRCC verifies that code with the province.

An expired, reused, or mismatched PAL triggers a refusal without further review. You must lodge the correct PAL for the exact DLI and intake that admitted you.

How Do You Secure a Provincial Attestation Letter Without Delays?

You secure a PAL through your school, not directly from the province. After you accept the offer and pay the required deposit, the school requests the PAL. The province then attests the space under its cap share.

You can speed up this process with four actions:

  • First, you accept only one firm offer. Schools deprioritize applicants who hold multiple conditional offers and delay deposits.
  • Second, you pay the tuition deposit immediately after you accept. Most schools will not request a PAL until they receive funds.
  • Third, you submit a clean passport copy with the exact name spelling you use in your IRCC account. Name mismatches cause PAL verification failures.
  • Fourth, you confirm the PAL intake term. A Winter PAL does not support a Fall IRCC application if the DLI defers you.

Ontario, British Columbia, and Quebec operate the largest allocations, but they also face the highest demand. Alberta, Manitoba, Saskatchewan, and Atlantic provinces often process PAL requests faster.

Do not chase a province for speed alone. Choose the program that supports your career and PGWP plan, then move fast on the deposit.

Keep your PAL letter safe. Upload it to the IRCC portal with your acceptance letter. If your DLI defers you to a new term, ask whether you need a new PAL. Many schools issue a new PAL for a new term because provinces track PAL use by intake.

What Financial Proof Do You Need for a Canada Study Permit in 2027?

IRCC now enforces a higher cost-of-living threshold. For applications outside Quebec, IRCC requires proof of first-year tuition, living costs, and travel costs.

IRCC raised the living cost amount to 20,635 dollars for applications after 1 January 2024. IRCC then raised it again to 22,895 dollars for applications that IRCC receives on or after 1 September 2025.

Quebec sets its own financial sufficiency scales. If you study in Quebec, follow MIFI scales and secure a CAQ before you apply for the federal permit. Add tuition, add insurance, and add travel.

Officers want to see stable funds, not a sudden large deposit. Show four to six months of bank history in your name or your sponsor parent's name.

You explain large transfers with sale deeds, salary records, or loan disbursement letters. You link every document to the sponsor with birth certificates and national ID translations.

A Guaranteed Investment Certificate helps many applicants from India, China, the Philippines, and other SDS-aligned markets.

A GIC does not replace full proof, but it demonstrates you can cover living costs in Canada. Combine a GIC with tuition payment receipts and clear sponsor income. Officers refuse vague bank letters that omit balances, dates, and account holder details.

Budget beyond the minimum. Rent in Toronto and Vancouver far exceeds the federal minimum. IRCC sets a national floor, but you live in a real city. Show funds that cover your actual city. That approach builds credibility.

How Many Hours Can You Work While You Study in Canada?

You can work off campus for up to 24 hours per week during regular academic terms if Canada study permits authorize work and you study full-time at an eligible Canadian DLI.

IRCC raised the limit from 20 hours to 24 hours in November 2024. That 24-hour rule remains the core rule for 2027 planning.

You can work full-time during scheduled breaks, such as winter and summer holidays, if you meet all other conditions.

You must hold a valid study permit, remain enrolled full-time before and after the break, and be in a program that runs at least six months and leads to a degree, diploma, or certificate.

On-campus work has no fixed weekly cap under the same authorization, but your school must employ you on campus. Co-op work needs a separate co-op work permit if your curriculum requires it. Do not start a co-op placement with only a study permit.

IRCC actively checks compliance through payroll records and school enrolment reports. Excess off-campus hours can damage PGWP eligibility and future status extensions. Track your hours weekly. Many students set a 22-hour personal ceiling to avoid accidental breaches during shift swaps.

Plan finances as if work income covers only extras. Base your visa funds on savings and sponsor income, not on future Canadian wages. Officers reject study plans that depend on part-time work to pay tuition.

Which Programs Still Qualify for PGWP in 2027?

The Post-Graduation Work Permit remains a major draw, but field rules now shape college choices. University degree graduates retain the broadest access.

If you graduate with a bachelor's, master's, or doctorate from an eligible DLI, you qualify for a PGWP without a field-of-study restriction.

You still meet language thresholds. IRCC requires CLB 7 in English or French for university graduates. You must also maintain full-time status and complete a program of at least eight months.

If you graduate from a college or non-degree program, IRCC applies an eligible-field list. IRCC limits PGWP eligibility to graduates in agriculture and agri-food, health care, science and engineering, skilled trades, and transport.

This organization maintains this list through CIP codes and updates it periodically. IRCC added more than 100 codes in mid-2025 and removed codes with weak labor demand. Check the current CIP list before you pay a deposit for Fall 2027.

Language rules also apply to college graduates. IRCC requires CLB 7 for college bachelor graduates and CLB 5 for other college graduates in most streams. Flight schools and certain exempt categories follow special rules.

Choose duration strategically. A program of at least two years can support a three-year PGWP. A one-year master's can also support a three-year PGWP under current graduate policy.

A program under eight months does not support a PGWP. Confirm DLI and PGWP eligibility on the IRCC DLI list before you accept. Not every DLI program carries PGWP rights.

How to Maximize Your Chance for Canada Study Permits

Start in autumn 2026. Shortlist six to eight programs across two provinces. Compare tuition, PAL speed, housing costs, and PGWP coverage. Request admission in November or December 2026.

Prepare funds in parallel. Move sponsor funds into traceable accounts early. Keep six months of clean history. Pay first-year tuition once you accept. Obtain a GIC if that option is available to you. Translate birth certificates, employment letters, and property deeds before January.

Book IELTS General, CELPIP, or PTE Core for PGWP planning, and IELTS Academic or TOEFL for admission if your program requires it. Strong language scores help admission, PAL priority at competitive schools, and later PGWP approval.

Do not wait for scholarships or housing. Upload biometrics promptly at the nearest Visa Application Centre after you submit.

Complete the medical exam upfront with a panel physician when your stream recommends it. Respond to procedural fairness letters within the deadline IRCC sets.

Prepare a clear study plan letter. Explain why you chose this program, how it connects to your past study or work, why you chose Canada over other options, and how you will use the degree after graduation. Officers refuse generic statements. Specific program modules, professor labs, and demand for these skills after return persuade officers.

Conclusion

Canada caps new study permits in 2027, requires PALs for most applicants, demands at least 22,895 dollars in living funds plus tuition, caps term-time work at 24 hours, and ties college PGWP rights to labor-shortage fields. Early PAL action decides Fall 2027 outcomes.
